It would be understood alright, but it would sound a lot more formal than "bonne fête!" For birthday, it's "joyeux anniversaire" "Bonne fête" (in singular) is for christian saints (so to all Patricks on st Patrick's day) You're right for "France French" but I think they use more "Bonne fête" in Canadian French Ok!
